POPLA appeal success rates by operator — the 2025 league table
A POPLA rejection reads as final. It is not. POPLA binds the operator, not you — losing there still leaves you able to defend a county court claim. What it does change is the decision in front of you, so it is worth seeing how appeals against your operator actually went before you make it.
Nothing of yours expires on the day POPLA says no — there is no deadline you have to meet after a rejection. What has ended is the free route, not your right to argue the charge.
The reduced rate has gone by this point — it usually closes 14 days after the original notice, and the Code holds it only a further 14 days past the operator's own rejection.
If a court claim ever arrives, it starts its own clock — and that one does matter. What a claim form is, what it is not, and what to do the day it lands.
You are not alone in getting a no, and the table below is why that cuts both ways. POPLA decided 67,680 appeals across every operator listed here, and the share allowed in the driver's favour runs from 6.3% at the bottom of the ranking to 100% at the top, around an all-operator average of 21.5%. Which company sent your letter genuinely matters. Every figure is counted from POPLA's own annual report, cited below.
What to do tonight
Ten minutes, with the rejection in front of you.
- Find your operator in the table and read its row. A low share means that operator contests hard and tends to win at adjudication. It says nothing about whether your grounds are good — that is the next step, not this one.
- Put everything in one folder tonight. The notice, your appeal, the rejection, the POPLA decision and every letter since. If a claim ever arrives, that folder is your defence, and rebuilding it from memory a year later does not work.
- Do not pay because a letter looks official. A debt-recovery letter is not a court claim, and a debt collector is not a bailiff. What those letters actually are.
All three are free — as was the appeal you have just lost, which is exactly why it was worth making.

What is POPLA?
POPLA — Parking on Private Land Appeals — is the free, independent appeals service for parking charges issued by British Parking Association (BPA) members on private land. If the operator rejects your first appeal, it must give you a POPLA verification code, and you have 28 days from that code to appeal — at no cost. A POPLA decision binds the operator but not you: lose at POPLA and you can still defend any court claim. Operators in the International Parking Community (IPC) route to the IAS instead — check which body covers your operator.

Reading it: a fall means a smaller share of appeals that reached an adjudicator were allowed. That can mean the operator is contesting more of the appeals it would once have dropped, or that it is issuing better-evidenced charges. The table records the movement; it does not claim the cause.
What this table can and cannot tell you
- It can tell you how appeals against your operator were actually decided last year, from POPLA's own record — before you decide whether to pay or fight. Every operator name links to its route, deadlines and grounds.
- It cannot predict your case. The single biggest factor is your facts and your grounds, not the operator's average.
- The IAS publishes no equivalent. 110 of the 217 operators we map route to the Independent Appeals Service, which has published no allowed rate since 2021/22. If your operator is IAS-routed, this asymmetry is worth knowing in itself.
Method, in two sentences
Counts are taken from the "Appeals decided by operator" table of the POPLA Annual Report 2025 Appendix (period 1 October 2024 to 30 September 2025), with an operator's regional and venue reporting lines aggregated. The parse is validated by arithmetic: the columns sum to the report's own printed totals — 14,578 allowed, 53,102 refused, 67,680 decided — exactly.
Every operator POPLA reported on is in the table above, including 11 rows totalling 1,964 decided appeals for operators this site holds no page for — they are unlinked rows here, and they are inside the 67,680 total. The per-operator "share of every POPLA decision" figure on an operator page divides by that same 67,680, so the label and the denominator describe one population.
The three-year columns repeat that for the 2023 and 2024 appendices, each checked against its own report's printed grand total before it is used: 2023 — 14,840 allowed of 66,341 decided; 2024 — 13,216 allowed of 64,808 decided; 2025 — 14,578 allowed of 67,680 decided. An operator shows "—" where POPLA listed it in only one of the three reports.
