How to appeal a Carflow Limited parking charge
Carflow Limited is a member of the British Parking Association (BPA). That single fact decides where your appeal goes if they say no — and most guides get it wrong.
If Carflow Limited rejects your appeal, your free independent appeal goes to POPLA — not the other one. POPLA handles appeals for British Parking Association members.
The appeal route, step by step
- Appeal to Carflow Limited first. You must use the operator's own appeals process before the independent stage. Their published complaints policy: policy document. Operator website: www.carflow.co.uk.
- Keep everything. Photos of the signage, your payment receipt or ticket, the times you arrived and left, and the notice itself.
- If rejected, they must give you a code for the independent appeals service. For Carflow Limited that service is POPLA (www.popla.co.uk).
- The independent appeal is free to you. You do not pay to appeal at this stage.
Grounds that actually get charges cancelled
- Signage. Terms must be clearly displayed and readable at the point you park — including at night. Unclear, obscured or contradictory signs are the most common successful ground.
- Grace periods. Codes of practice require a period to read the signs and decide, plus a period to leave after your paid time ends.
- Keeper liability (POFA). To pursue the registered keeper rather than the driver, the operator must follow the Protection of Freedoms Act 2012 to the letter — including strict wording and timing on the notice. Errors here defeat the claim.
- You paid, or had a permit. Keystroke errors in a registration number are routinely cancelled where payment for the stay is evidenced.
- The charge is disproportionate or the operator lacks standing to enforce on that land.

Questions people ask about Carflow Limited charges
Is a Carflow Limited charge a fine?
No. It is a private invoice based on alleged breach of contract. Only councils, police and courts issue fines. That does not mean you can ignore it — unpaid charges can be pursued through the county court — but the language matters when you appeal.
Where does my Carflow Limited appeal go if they reject it?
To POPLA, because Carflow Limited is a member of the BPA. Sending it to the wrong body wastes your appeal window.
Does appealing cost me anything?
Appealing to Carflow Limited and then to the independent service is free. You may lose the early-payment discount while the appeal runs.
