A Penalty Charge Notice from a council or from TfL is a statutory penalty, not a private company's invoice. Every stage of challenging one is free. The one thing almost everybody gets wrong is the discount: nothing freezes it when you challenge. What exists is a recommendation that a council which rejects a challenge made inside the discount period should consider re-offering the 50% for a further 14 days — a recommendation to them, not a right you hold.

The recommendation is the Department for Transport's, in its Statutory guidance for local authorities in England on civil enforcement of parking contraventions, read at source Thu, 20 August 2026: “Where the enforcement authority receives full payment within 14 days of the service of the PCN, it must accept the discounted amount.”

Day 14: Last day of the 50 percent discount. Day 28: The payment period ends. A PCN sent by post after a camera gives 21 days for the discount instead of 14.

Not one of these?

The statutory clock is the same for every English council PCN — the discount calculator works for all of them. If the paper in your hand says “Parking Charge Notice” rather than “Penalty Charge Notice”, it is a private company and a completely different route: find the operator.
