Measured: the London authorities above are the ones covered by the only published per authority PCN statistics for England we could reach, London Councils’s Annual Penalty Charge Notice Statistics 2024-25, read on 22/09/2026. We read the page that publishes the file, not the spreadsheet itself.
Inferred: no national table of PCNs issued per English council is published anywhere we could reach, so the councils outside London above are inferred, named as large English enforcement authorities, and their order is not a ranking. Nothing on this site claims one.
Also not on these pages: each council’s own pay link, challenge link and penalty bands. Those are quoted and dated only where somebody has read them at source, which is the five pages here, and the rest join them as they are read rather than being guessed at.
