EOTAS meaning: education otherwise than at school, explained
EOTAS stands for education otherwise than at school — a package of education the local authority arranges and funds outside any school, under section 61 of the Children and Families Act 2014. It exists for one situation: where the council is satisfied it would be inappropriate for the provision in a child's EHC plan to be made in a school or post-16 institution.

What an EOTAS package can contain
Whatever the plan's Section F needs it to — specified and quantified like any other provision. Packages commonly combine: 1-to-1 tuition at home or in the community, therapies (speech and language, occupational therapy, mental health support), online or virtual school places, mentoring, exam registration and access arrangements, and staged reintegration support where returning to a setting is the goal. In a full EOTAS package, the provision lives in Section F and Section I (placement) is left blank — there is no school to name.
Who EOTAS is for
The test is not "the parent prefers it" — it is that a school placement would be inappropriate for this child now: severe anxiety-based school avoidance where attendance itself causes harm, medical needs no local setting can meet, or a run of broken placements that shows the school model failing. How you get EOTAS
- Through the EHC plan. Ask for EOTAS at the needs assessment stage, or at an annual review — in writing, using the s.61 language: a school placement would be inappropriate, for these evidenced reasons.
- Evidence the "inappropriate" point. Professional evidence (medical, therapeutic, educational psychology) that attendance at a setting is not viable now beats any volume of general dissatisfaction with the current school.
- If the council refuses, the route is the same as any plan dispute: mediation certificate, then the SEND Tribunal — which can order EOTAS provision by amending the plan. The Tribunal is independent of the council that refused and decides on the evidence before it.

Is EOTAS the same as home schooling?
No. In elective home education the parent chooses, pays and is responsible. In EOTAS the council arranges and funds the package and keeps its legal duty to secure the provision in the EHC plan.
Do you need an EHCP for EOTAS?
In practice yes — EOTAS is delivered through the plan: the provision is specified in Section F and no school is named in Section I. Without a plan, ask first for an EHC needs assessment.
Can the council end an EOTAS package?
Only through the plan: changes to provision happen at review or re-assessment, and carry the same appeal rights as any other amendment. A package cannot simply be switched off mid-year because budgets tightened.
