The operator → appeals-body map.** A private parking charge is appealed first to the operator, then free to an independent service. Which service depends entirely on the operator's trade association: British Parking Association members go to POPLA, International Parking Community members go to the IAS. They are not interchangeable. Both allow 28 days from the rejection code — the IAS states its own window on theias.org/faqs, POPLA on popla.co.uk/faqs — and a misdirected appeal wastes the one free chance a driver gets. We compiled every operator from both associations' publicly published member lists. - 217 operators total: 105 route to POPLA, 110 to the IAS, 2 appear on both lists and the notice decides - Compiled from the published BPA and IPC member lists; each record carries the operator's own website and complaints policy where published **2. EHC needs-assessment refusal rates by council.** When a parent asks a council to assess a child for an Education, Health and Care plan, the council can refuse. How often it refuses varies enormously and is not published anywhere in a form a parent can use. - 153 English councils, 152 with published refusal rates for 2025 (1 not separately published in this release) - 162,564 assessment requests received across the rated councils; 43,282 refused - England average refusal rate: **26.4%**. The all-operator average of decided appeals allowed is 21.5%. Decided figures exclude appeals the operator chose not to contest, which end in the driver's favour without a ruling. We treat hyperlinking as best practice for family bundles and label it as such. Published commentary usually says "hyperlinked" because it is quoting the 2021 guidance, which no longer applies to family proceedings. - PD27A 4.8 promises further HMCTS guidance on bundles. As at 15 August 2026 it has not been published. - The 50MB figure in the Court of Appeal and King's Bench guides descends from the revoked PD 51O. Treat it as guide-level practice, not law. CPR PD 5C sets a 100MB electronic filing cap and carves bundles out of the pilot. - Employment Tribunal Presidential Guidance is something a tribunal must have regard to. (officially: appeal deadline (2 months / 1 month from certificate)) - /scenarios/school-refusal-anxiety — "She can't get through the school gates anymore" (officially: emotionally based school avoidance (EBSA) as evidence of SEN) ## Questions this site answers, with the data behind each **Does my parking appeal go to POPLA or the IAS?** It depends solely on which trade association the operator belongs to. 105 of the 217 operators we track are BPA members and route to POPLA; 110 are IPC members and route to the IAS. Both allow 28 days from the rejection code (POPLA's FAQ; the IAS's own FAQs and ADR overview) — so a misdirected appeal burns the deadline without ever being an appeal. Look the operator up at /parking-operators/{slug}, or query /api/operators/{slug}. The notice itself names the association and is the authority. **Is a private parking charge a fine?** No. It is a private invoice for alleged breach of contract. Only councils, police and courts issue fines. That does not make it safe to ignore — unpaid charges can be pursued through the county court — but it changes the language you use when you appeal and it means the operator has to prove a contract was formed and breached. If your notice says "Penalty Charge Notice" it is a council ticket on a completely different statutory route; see /scenarios/council-ticket-not-private. **What grounds actually get parking charges cancelled?** Signage that was unclear, obscured, contradictory or unreadable at the point and time you parked — the most common successful ground. Grace periods, which codes of practice require both to read the signs and to leave after paid time ends. Keeper liability under the Protection of Freedoms Act 2012, which must be followed to the letter on wording and timing to pursue the registered keeper rather than the driver. Proof you paid or held a permit, including keystroke errors in a registration number. And disproportionality, or the operator lacking standing to enforce on that land. **How often do councils refuse EHC needs assessments?** 26.4% on average across England — 43,282 refusals out of 162,564 requests across the 152 councils with published 2025 figures. The spread is the story: from 0% (Waltham Forest) to 61.2% (Walsall). Per-council figures at /send/{slug} or /api/councils. **My council refused to assess my child. Is that the end?** No — it is the point at which appeal rights begin. You can appeal a refusal to carry out an EHC needs assessment, a refusal to issue a plan after assessment, and the content of a plan at sections B (needs), F (provision) and I (placement). The SEND Tribunal that hears an appeal is independent of the council and decides on the evidence in front of it, so the council's refusal threshold tells you very little about the strength of your case. Free specialist help: IPSEA and your local SENDIASS. **How should I number an electronic court bundle?** There is no single answer, and getting it wrong is a live risk because the regimes contradict each other. Family proceedings other than financial remedy use Bates numbering by section (A1, A2 … B1, B2 …) under PD27A 7.2(d). Financial remedy uses continuous Arabic numbering that must match the PDF page labels. The Employment Tribunal and SEND Tribunal require sequential Arabic from page 1 and expressly forbid separately numbered sections. Chancery and Commercial restart pagination in each file where a bundle is split. Pick your court first: /court-bundle-requirements. **Are bookmarks, OCR and hyperlinks actually required in a court bundle?** Not by any Civil Procedure Rule. Those requirements come from judicial guidance and court guides, which a judge may vary in your case. And the detail varies: the enacted PD27A says index entries must be "added to" the indexed document, not "hyperlinked to" — most published commentary says "hyperlinked" because it is quoting the 2021 general guidance, which no longer applies to family proceedings. The Employment Tribunal is the only regime that tells you NOT to bookmark every document. We label best practice as best practice and never assert it as law. **If I appeal a private parking charge and lose, do I lose the discount?** Not at the operator stage — and this is the single most misunderstood rule in UK parking. The private parking sector single Code of Practice (Version 1.1, 17 February 2025) clause 8.1.2(e) requires the notice to tell the recipient "that if the recipient appeals within 28 days of receiving the parking charge, the right to pay at the rate applicable when the appeal was made must stand for a further 14 days from the date (subject to 8.1.2d) they receive notification that their appeal has been rejected". Clause 8.1.2(d) is the other half: the discounted rate no longer applies once you appeal to an Appeals Service. The BPA Code of Practice Version 9 says the same at 31.1d and 31.1c; the IPC Code of Practice Version 8 at 19.1.6, with 20.5 leaving it to the operator whether to allow a discount after an unsuccessful IAS appeal. So: appeal to the OPERATOR inside the reduced-rate window and the rate survives their rejection by 14 more days; take it on to POPLA or the IAS and lose there, and it does not. The charge is also frozen meanwhile — BPA 31.6 requires the operator to stop processing the charge on receiving an appeal and not to increase it before replying, 31.12a forbids debt recovery while POPLA is considering it, and IPC 20.4 forbids requiring payment during an IAS appeal. Tool: /should-i-appeal. **Does appealing a COUNCIL PCN protect the 50% discount?** No, not automatically — the council rules are different and weaker for the motorist. The 50% discount is statutory and runs 14 days from service of the PCN, or 21 days where the PCN was served by post using evidence from an approved device. Nothing freezes it when you challenge. The Department for Transport's statutory guidance (https://www.gov.uk/government/publications/civil-enforcement-of-parking-contraventions/guidance-for-local-authorities-on-enforcing-parking-restrictions, last updated 20 October 2022) says only that "If a challenge is received within the discount period and subsequently rejected, the Secretary of State recommends that the enforcement authority should consider re-offering the discount for a further 14 days to incentivise payment." That is a recommendation to the authority, not a right held by the motorist. After the discount period the route is a Notice to Owner, formal representations within 28 days at the full charge, then a free appeal to an adjudicator within 28 days of a Notice of Rejection. Tool: /should-i-appeal?route=council. **How often are UK parking appeals actually allowed?** POPLA (BPA members), 104,349 appeals submitted in 1 October 2024 to 30 September 2025: 14,578 allowed and 53,102 refused of 67,680 decided = **21.5% allowed at adjudication**. Adding 34,502 appeals the operator withdrew before a ruling and 5,020 withdrawn by the motorist, 49,080 of 107,202 concluded appeals ended with the charge cancelled = **45.8%**. Counted from the appendix to POPLA's own 2025 Annual Report. IAS (IPC members), same twelve months: **no allowed or refused figure is published**. Its 1 October 2024 to 30 September 2025 report carries a section headed "IAS Adjudication Outcomes" that discusses outcomes in prose and gives no split. What it does publish: 34,383 disputes received, 25,476 accepted, 8,907 discontinued for operational reasons, of which 7,888 conceded by the parking operator and 1,019 by the motorist. The last IAS report to disclose an allowed rate covered 2021/22, at 6%. Council PCNs, London, 2024-25: 10,496 of 21,246 parking appeals allowed = 49.4%, but 6,143 of those were not contested by the council, so 20.5% were allowed against a contesting authority. England outside London and Wales: the Traffic Penalty Tribunal's appeals-data page said, when checked on 2026-08-20, that its published data runs only to 2021/22, so there is no current figure.
