UKPC appeal: UK Parking Control's route, and the odds
POPLA allowed 7.5% of 2,784 UKPC appeals last year.
the sentence this page answers, and the answer is a number.
POPLA decided 2,784 UKPC appeals in the year to 30 September 2025 and allowed 210 of them — 7.5%. A further 2,397 closed before POPLA ruled at all. POPLA does not publish, per operator, which side walked away. Your free appeal goes to POPLA, and you have 28 days from their rejection — free at both stages. This page shows the route, the dates and the grounds that did the work.
Day 14 — the discounted rate usually closes — most operators cut the charge by around 40% inside this window.
Day 28 — your free appeal to UK Parking Control Limited. Appealing inside this window does not cost you the discount: the industry Code holds the reduced rate for a further 14 days after a rejection.
Then 28 days — the free independent appeal to POPLA, counted from the rejection code and not from the original notice.
You are not alone, and for this operator that sentence has a number behind it. POPLA decided 2,784 appeals against UK Parking Control Limited in the year to 30 September 2025 and allowed 7.5% of them in the driver's favour, against an all-operator average of 21.5%, with a further 2,397 withdrawn before any ruling. The full table, and how POPLA counts it, is below.
What to do tonight
Fifteen minutes, tonight, with the notice in front of you.
- Write day 14 and day 28 on the notice itself, in pen, counting from the date printed on it. Then put the date into the calculator and it will give you all three, including the 28-day POPLA window that applies to UK Parking Control Limited specifically.
- Photograph the signage while you still can — every sign at the entrance and at the bay, close enough to read, and again after dark if you parked at night. Unclear or obscured signage is the single most common ground that gets a charge cancelled, and the car park can be resigned next week.
- Write the appeal to UK Parking Control Limited as the registered keeper, and do not name the driver. Quote the reference on the notice, keep it factual, attach your photographs and any payment receipt, and send it in writing so there is a record. A phone call leaves you nothing to rely on later.
None of that costs anything, and appealing does not close off paying later. Paying first does close off appealing.
The clause that actually applies to this operator, quoted, with your dates and its published odds. No signup, nothing stored.
UKPC is UK Parking Control Limited — the abbreviation is on the notice, the full name is on the trade-association member list. UKPC appeals go the same way under either name: to the operator first, then free to POPLA.

UK PARKING CONTROL LIMITED is company 05104383 at Companies House, incorporated 16 April 2004 — 22 years ago, and is active on the register as at 2 September 2026. It is a British Parking Association member, which is what decides where a rejected appeal goes. POPLA decided 2,784 appeals against UK Parking Control Limited in the year to 30 September 2025 — 7th busiest of the 79 operators it decided any appeal against, and 4.1% of every appeal it decided that year — and allowed 7.5% of them, 14 points below the 21.5% all-operator average. A further 2,397 were withdrawn before any ruling — 0.86 withdrawals for every appeal that reached a decision. Across POPLA's 3 reports that name it, the allowed rate has gone from 10.9% in 2023 to 7.5% in 2025 — -3.4 points. Its own website published no phone line when we last read it, in August 2026 — the written routes below are the ones that exist.

Wondering whether to pay at all? Do you have to pay a UK Parking Control fine? — what actually happens if you don't, stage by stage.
Should you pay it, or appeal it?
One fact decides it before any of the others, and it is not printed on the notice:
- The odds are published. In POPLA's own record for the year to September 2025, 7.5% of the 2,784 decided appeals against UK Parking Control Limited went the driver's way — and a further 2,397 were withdrawn before a ruling, which across the industry is overwhelmingly the operator folding. Full figures below.
POPLA's record for UK Parking Control Limited: 5,181 appeals concluded in the year to 30 September 2025 — 210 allowed for the driver by an adjudicator and 2,397 withdrawn before any ruling, so 46.3% of everything concluded ended in a withdrawal rather than a decision. POPLA's per-operator table does not say which side withdrew; across all operators the split was 34,502 by operators to 5,020 by motorists. POPLA Annual Report 2025 Appendix.
The arithmetic, from POPLA's own appendix: POPLA decided 2,784 appeals against UK Parking Control Limited in the year to 30 September 2025 and allowed 210 of them for the driver, which is 7.5% of the appeals it decided.
Counted by us from the POPLA Annual Report 2025 Appendix, its table of appeals decided by operator, checked 24/08/2026.
POPLA allowed 7.5% of the 2,784 appeals it decided against UK Parking Control Limited in the year to 30 September 2025. Writing the appeal yourself costs nothing: the grounds are set out on how to appeal and there is a free template letter to start from. If you would rather answer eight questions than face a blank page, the free builder puts your own facts into the wording an assessor reads, on screen and as a download, at no charge.
The order that costs you least: check the grounds below first. If any of them matches your facts, appeal — you risk nothing and keep every later option open. Paying straight away only makes sense when no ground fits and you want the discounted rate; paying is also the one move that cannot be undone, because a paid charge cannot then be appealed.
POPLA's own record for UK Parking Control Limited
Of the 2,784 appeals against UK Parking Control Limited that POPLA decided in the year 1 October 2024 to 30 September 2025, 210 were allowed — 7.5% found for the driver, against an all-operator average of 21.5%. These figures count only appeals an adjudicator actually decided. Aggregated across POPLA's 2 reporting lines for this operator (UK Parking Control Limited (EW); UK Parking Control Limited (S)).
A further 2,397 appeals involving UK Parking Control Limited were withdrawn before POPLA reached a decision. POPLA's own definition: either party withdrew — the motorist (typically because the charge was already paid), or the operator, "because the motorist has provided compelling evidence, or the landowner has asked them to withdraw". Across all operators last year, withdrawals ran 34,502 by operators to 5,020 by motorists — nearly 7 in 8 were the operator folding. The per-operator table does not split the two, so we publish the count, the definition and the all-operator split rather than guessing.

Where do you pay a UK Parking Control parking charge?
If you do decide to pay: payment goes to UK Parking Control Limited directly, using the reference on your notice — normally through their own website, www.ukparkingcontrol.com, or the payment route printed on the notice. There is no government payment site for private parking charges — a demand pointing anywhere other than the operator named on your notice deserves suspicion.
Paying closes the case: once paid, the charge cannot be appealed. That is why the deadline check comes first — appealing inside the window keeps the discounted rate available anyway. Check your dates before you pay, free →

How to appeal your UK Parking Control parking charge, step by step
- Appeal to UK Parking Control Limited first. You must use the operator's own appeals process before the independent stage. Their published complaints policy: policy document. Operator website: www.ukparkingcontrol.com.
- Keep everything. Photos of the signage, your payment receipt or ticket, the times you arrived and left, and the notice itself.
- If rejected, they must give you a code for the independent appeals service. For UK Parking Control Limited that service is POPLA (www.popla.co.uk).
- The independent appeal is free to you. You do not pay to appeal at this stage.
Grounds that actually get UK Parking Control Limited charges cancelled — with the clause to quote
Each ground below names the paragraph UK Parking Control Limited is bound by, in the words that paragraph uses. That is deliberate: an appeal that says “the Code requires a grace period” invites a form-letter rejection, and one that says Code of Practice v1.1 §5.2 and then quotes it has to be answered on its own terms. Their trade association runs UK Parking Control Limited under this one document.
- Signage. Terms must be clearly displayed and readable at the point you park — including at night. Unclear, obscured or contradictory signs are the most common successful ground. Code of Practice v1.1 §3.1.3(a):
be placed within the controlled land, such that drivers have the chance to read them at the time of parking or leaving their vehicle
And on lighting: Code of Practice v1.1 §3.1.6:Signs must be designed and installed so as to be conspicuous and legible in all lighting conditions during which the controlled land may legitimately be accessed
- Grace periods. A period to read the signs and decide on arrival, plus a period to leave after your paid or permitted time ends. Code of Practice v1.1 §5.2:
A grace period as set out at Annex B to this Code must be allowed by the parking operator in addition to the parking period. A parking charge must not be issued during a Grace Period.
- Keeper liability (POFA). To pursue the registered keeper rather than the driver, the operator must follow the Protection of Freedoms Act 2012, Schedule 4 to the letter — including strict wording and timing on the notice. Where no ticket was put on the windscreen, the deadline is short: PoFA 2012 Sch 4 para 9(5):
The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.
Where a windscreen ticket came first, the window is a later one: PoFA 2012 Sch 4 para 8(5):The relevant period for the purposes of sub-paragraph (4) is the period of 28 days following the period of 28 days beginning with the day after that on which the notice to driver was given.
Errors here defeat the claim. - You paid, or had a permit. Keystroke errors in a registration number are routinely cancelled where payment for the stay is evidenced, and the Code lists that case by name. Code of Practice v1.1, Annex F, F.1(h):
where the driver has paid the tariff but made a minor keying error when registering their vehicle (for example, 0 instead of o; I instead of L; 1 instead of I)
- The charge is disproportionate or the operator lacks standing to enforce on that land. The Code caps it outright: Code of Practice v1.1 §8.2.1:
Parking charges must not exceed £100.
- The operator broke the Code itself. A breach by UK Parking Control Limited in how the notice was issued is a listed ground for cancellation, not merely a complaint. Code of Practice v1.1, Annex F, F.1(i):
where the parking operator has breached an obligation in this Code relating to the issue of a notice, or such that the driver was unable to adhere to the relevant obligations.
Every quote above is the The private parking sector single Code of Practice, Version 1.1 as published, read at source on 2026-09-05. Clause numbers come from the Code PDF itself; Protection of Freedoms Act 2012, Schedule 4 from legislation.gov.uk.
What it costs if you do nothing
This is the escalation ladder for a private parking charge. Only the first row goes down in price, and only one row costs nothing at all.
| What you do | When | What it costs you |
|---|---|---|
| Pay at the discounted rate | Within 14 days of the notice | The reduced amount — most operators cut the charge by around 40% |
| Appeal to UK Parking Control Limited | Usually within 28 days of the notice | Nothing — but the discount window can close while it runs |
| Appeal to the independent service | 28 days (POPLA) or 28 days (IAS) from the rejection code | Nothing. The independent stage is free to the motorist |
| Pay after the discount window closes | After day 14 | The full charge |
| Ignore the reminders | Once the operator passes it on | The full charge plus the operator's debt-recovery costs |
| Ignore a county court claim | If the operator issues proceedings | The charge, the debt-recovery costs and the court fee — and an unanswered claim can end in a judgment against you |
Appealing is the row that costs nothing and closes off none of the others. If the appeal fails you can still pay; if you pay first, the appeal is gone.
Complaining about UK Parking Control Limited — the receipt an appeal does not give you
A complaint is not an appeal, and it does not extend your 28 days. It is worth sending alongside one for a plain reason: an appeal need not be acknowledged at all if they decide it inside 28 days, and a complaint must be acknowledged whatever happens. The BPA publishes a link to it beside UK Parking Control Limited on its Approved Operator list, and we read the document itself on 07/09/2026.
- They must answer it in full in 28 calendar days.
As a general rule, the acknowledgement will confirm we have received the complaint and it has either been issued to the relevant department to resolve or is being handled by the Case Management Team who will respond within 28 days of its receipt.

Questions people ask about UK Parking Control Limited charges
How often do POPLA appeals against UK Parking Control Limited succeed?
In POPLA's own record for the year to 30 September 2025, 7.5% of the 2,784 decided appeals against UK Parking Control Limited were allowed — found for the driver — against an all-operator average of 21.5%. That understates drivers' overall position, because appeals the operator declines to contest end in the driver's favour without being counted as decided. Source: POPLA Annual Report 2025 Appendix.
Is a parking charge from UK Parking Control Limited a fine?
No. It is a private invoice based on alleged breach of contract. Only councils, police and courts issue fines. That does not mean you can ignore it — unpaid charges can be pursued through the county court — but the language matters when you appeal.
What is UK Parking Control's phone number?
UK Parking Control Limited does not publish a phone line on its website that we could verify (checked August 2026). Use the written routes instead — their site and published complaints policy are linked above — which is better for you anyway: a call leaves no record, and appeals run on evidence.
Where does my UK Parking Control Limited appeal go if they reject it?
To POPLA, because UK Parking Control Limited is a BPA member. Sending it to the wrong body wastes your appeal window. A rejection is not allowed to be a dead end: Code of Practice v1.1 §8.4.6: Where the parking operator rejects an appeal against a parking charge, they must present the person appealing with the option to: a) pay the parking charge; or b) appeal the decision to the relevant Appeals Service.
And once you lodge that appeal, Code of Practice v1.1 §8.4.7: enforcement proceedings and/or debt resolution must either not commence or, where commenced, must be suspended until the Appeals Service determines the appeal.
How long exactly do I have?
The discounted amount is usually available for 14 days from the notice. The appeal to UK Parking Control Limited is usually 28 days from the notice. The independent appeal to POPLA is 28 days from the rejection code, not from the original notice. Work out your actual dates →
Does appealing cost me anything?
Appealing to UK Parking Control Limited and then to the independent service is free at both stages. Appealing inside the reduced-rate window does not lose you the reduced rate either — under the industry Code the rate that applied when you appealed must stand for a further 14 days after they notify you of a rejection. What ends the discount is going on to POPLA and losing there. Work out what applies to your notice →
How do I complain about UK Parking Control Limited itself, rather than the charge?
Use their published complaints policy first — that is the route their trade association expects you to have taken. A complaint about conduct or process runs alongside the appeal against the charge; using one does not give up the other. UK Parking Control Limited's complaints policy →
What happens if I just ignore it?
It is not a fine, so nothing happens automatically — but the charge does not go away. The discount closes after about 14 days, the full amount stands, reminders follow, and the operator can pass it to debt recovery and then issue a county court claim. An unanswered claim can end in a judgment against you. Appealing costs nothing and keeps every later option open.

Questions people ask
These are the questions Google publishes underneath the search this page is written for, measured on 9 and 10 September 2026. Each one is answered here in a sentence, and where we hold no source for an answer the sentence says so instead of guessing.
How do I get out of an UKPC parking ticket?
You get out of a UKPC parking ticket the same way anybody does: appeal to UK Parking Control inside 28 days on a ground that fits your facts, and if they reject you take the free POPLA appeal — POPLA allowed 7.5% of the 2,784 appeals it decided against them in the year to 30 September 2025 (210 of 2,784), per the POPLA Annual Report 2025 Appendix, year to 30 September 2025.
Can I ignore a UKPC parking charge?
You can ignore a UKPC parking charge, but it is the one move that gets worse over time: the charge is an unpaid invoice rather than a fine, so nothing enforces itself, and ignoring it forfeits both free appeal stages while the letters escalate towards a county court claim.
What are people saying about UK Parking Control Ltd in reviews?
We have not verified this yet. We publish no review scores for UK Parking Control Ltd or any other operator, because a star rating collected by somebody else is not a source we can check — what we do publish for UKPC is its POPLA record: POPLA allowed 7.5% of the 2,784 appeals it decided against them in the year to 30 September 2025 (210 of 2,784).
Are UK parking control tickets enforceable?
UK Parking Control tickets are enforceable only through the civil courts and only if a judge agrees the charge is owed; the notice itself carries no enforcement power, cannot send bailiffs and cannot touch your credit file.
What's the best excuse to appeal a parking ticket?
There is no best excuse to appeal a parking ticket, and an excuse is the wrong shape of thing: what wins is a ground with evidence behind it — signage you can photograph, a permit you can produce, a payment you can show, or a notice served outside the times the Protection of Freedoms Act 2012 allows.
What should I do if my UKPC appeal is rejected?
If your UKPC appeal is rejected, take the rejection code straight to POPLA within 28 days — it is free, it is decided by somebody other than UKPC, and POPLA allowed 7.5% of the 2,784 appeals it decided against them in the year to 30 September 2025 (210 of 2,784).
What are common UKPC appeal reasons?
Common UKPC appeal reasons are the ones that turn on evidence rather than sympathy: unclear or obscured signage, a valid permit or paid session the camera missed, the wrong registration on the notice, and a notice to keeper served outside the statutory window.
Is UKPC a legitimate company?
UKPC is a legitimate company — UK Parking Control Limited is a real company and a British Parking Association member, which is precisely why its appeals go to POPLA, where POPLA allowed 7.5% of the 2,784 appeals it decided against them in the year to 30 September 2025 (210 of 2,784).
How long do UKPC appeals take?
We have not verified this yet. UKPC publishes no stated turnaround for its own appeals stage — we looked for one on its site in our portal harvest of 7 September 2026 and found none — so the only dates we will give you are the ones the Code fixes: 28 days to appeal to UKPC, then 28 days to POPLA from the date of the rejection.
How can I talk to someone at UKPC?
You mostly cannot talk to someone at UKPC by telephone: UK Parking Control published no phone line on its own contact pages when we checked in our contact-page check of August 2026, so the appeal goes in writing through its contact page — which is better for you anyway, because a written appeal leaves a dated record and a phone call does not.
Other operators
Notices from these companies are the ones most often mistaken for each other — same look, different appeals body:
