“Is it worth my taking my appeal to the next stage (Independent Appeals Service)?”
We hear this most. Chris F, ftla.uk, 2 March 2026 — not about this company, but about this stage of the process.
Times24 UK parking fine — pay it, or appeal it?
Two things are true before you decide anything. A "Times24 UK fine" is legally an invoice, not a fine — only a court can make you pay it. And Times24 UK Ltd is an International Parking Community (IPC) member, which is what decides where your free appeal goes if they say no.
Day 14 — the discounted rate usually closes — most operators cut the charge by around 40% inside this window.
Day 28 — your free appeal to Times24 UK Ltd. Appealing inside this window does not cost you the discount: the industry Code holds the reduced rate for a further 14 days after a rejection.
Then 28 days — the free independent appeal to IAS, counted from the rejection code and not from the original notice — the IAS is a different service from POPLA, and it will not accept an appeal sent to POPLA by mistake.
You are not alone, and for this operator that sentence has a number behind it. POPLA decided 19 appeals against Times24 UK Ltd in the year to 30 September 2025 and allowed 47.4% of them in the driver's favour, against an all-operator average of 21.5%, with a further 12 withdrawn before any ruling. Your appeal now goes to the IAS, which publishes no per-operator rate, so that figure is history rather than your forecast — the full explanation is below.
What to do tonight
Fifteen minutes, tonight, with the notice in front of you.
- Write day 14 and day 28 on the notice itself, in pen, counting from the date printed on it. Then put the date into the calculator and it will give you all three, including the 28-day IAS window that applies to Times24 UK Ltd specifically.
- Photograph the signage while you still can — every sign at the entrance and at the bay, close enough to read, and again after dark if you parked at night. Unclear or obscured signage is the single most common ground that gets a charge cancelled, and the car park can be resigned next week.
- Write the appeal to Times24 UK Ltd as the registered keeper, and do not name the driver. Quote the reference on the notice, keep it factual, attach your photographs and any payment receipt, and send it in writing so there is a record. A phone call leaves you nothing to rely on later.
None of that costs anything, and appealing does not close off paying later. Paying first does close off appealing.

TIMES24 UK LIMITED is company 06631612 at Companies House, incorporated 26 June 2008 — 18 years ago, and is active on the register as at 2 September 2026. It is an International Parking Community member, which is what decides where a rejected appeal goes. POPLA decided 19 appeals against Times24 UK Ltd in the year to 30 September 2025 — 58th busiest of the 79 operators it decided any appeal against, and 0% of every appeal it decided that year — and allowed 47.4% of them, 25.9 points above the 21.5% all-operator average. A further 12 were withdrawn before any ruling — 0.63 withdrawals for every appeal that reached a decision. Its own website published no phone line when we last read it, in August 2026 — the written routes below are the ones that exist.

Should you pay it, or appeal it?
One fact decides it before any of the others, and it is not printed on the notice:
- There are published odds, but not for the body that will hear you. POPLA holds a record for Times24 UK Ltd — 19 appeals decided, 47.4% allowed — from before it moved association. Your appeal goes to the IAS, which publishes no allowed rate for this operator — its 2024-25 report gives scheme totals only, with no operator-by-operator table — so that figure is history, not your forecast. What is known: across all POPLA operators last year, 34,502 appeals were withdrawn by operators against 5,020 by motorists, and POPLA counts a withdrawal by either party without publishing why any of them was made.
The arithmetic, from POPLA's own appendix: POPLA decided 19 appeals against Times24 UK Ltd in the year to 30 September 2025 and allowed 9 of them for the driver, which is 47.4% of the appeals it decided, and that share is history rather than a forecast because an appeal against Times24 UK Ltd now goes to the IAS.
Counted by us from the POPLA Annual Report 2025 Appendix, its table of appeals decided by operator, checked 24/08/2026.
A rejected appeal against Times24 UK Ltd goes to the IAS, which publishes no allowed rate, so the POPLA figures on this page are history rather than your forecast. Writing the appeal yourself costs nothing: the grounds are set out on how to appeal and there is a free template letter to start from. If you would rather answer eight questions than face a blank page, the free builder puts your own facts into the wording an assessor reads, on screen and as a download, at no charge.
The order that costs you least: check the grounds below first. If any of them matches your facts, appeal — you risk nothing and keep every later option open. Paying straight away only makes sense when no ground fits and you want the discounted rate; paying is also the one move that cannot be undone, because a paid charge cannot then be appealed.
POPLA's record for Times24 UK Ltd — history, not your forecast
Of the 19 appeals against Times24 UK Ltd that POPLA decided in the year 1 October 2024 to 30 September 2025, 9 were allowed — 47.4% found for the driver, against an all-operator average of 21.5%. These figures count only appeals an adjudicator actually decided.
A further 12 appeals involving Times24 UK Ltd were withdrawn before POPLA reached a decision. POPLA's own definition: either party withdrew — the motorist (typically because the charge was already paid), or the operator, "because the motorist has provided compelling evidence, or the landowner has asked them to withdraw". Across all operators last year, withdrawals ran 34,502 by operators to 5,020 by motorists — nearly 7 in 8 were the operator folding. The per-operator table does not split the two, so we publish the count, the definition and the all-operator split rather than guessing.
Counted from the POPLA Annual Report 2025 Appendix; every parse is checked against the report's own printed totals.

Where do you pay a Times24 UK parking charge?
If you do decide to pay: payment goes to Times24 UK Ltd directly, using the reference on your notice — normally through their own website, www.times24.co.uk, or the payment route printed on the notice. There is no government payment site for private parking charges — a demand pointing anywhere other than the operator named on your notice deserves suspicion.
Paying closes the case: once paid, the charge cannot be appealed. That is why the deadline check comes first — appealing inside the window keeps the discounted rate available anyway. Check your dates before you pay, free →

How to appeal your Times24 UK parking charge, step by step
- Appeal to Times24 UK Ltd first. You must use the operator's own appeals process before the independent stage. Operator website: www.times24.co.uk.
- Keep everything. Photos of the signage, your payment receipt or ticket, the times you arrived and left, and the notice itself.
- If rejected, they must give you a code for the independent appeals service. For Times24 UK Ltd that service is IAS (www.theias.org).
- The independent appeal is free to you. You do not pay to appeal at this stage.
Grounds that actually get Times24 UK Ltd charges cancelled — with the clause to quote
Each ground below names the paragraph Times24 UK Ltd is bound by, in the words that paragraph uses. That is deliberate: an appeal that says “the Code requires a grace period” invites a form-letter rejection, and one that says Code of Practice v1.1 §5.2 and then quotes it has to be answered on its own terms. Their trade association runs Times24 UK Ltd under this one document.
- Signage. Terms must be clearly displayed and readable at the point you park — including at night. Unclear, obscured or contradictory signs are the most common successful ground. Code of Practice v1.1 §3.1.3(a):
be placed within the controlled land, such that drivers have the chance to read them at the time of parking or leaving their vehicle
And on lighting: Code of Practice v1.1 §3.1.6:Signs must be designed and installed so as to be conspicuous and legible in all lighting conditions during which the controlled land may legitimately be accessed
- Grace periods. A period to read the signs and decide on arrival, plus a period to leave after your paid or permitted time ends. Code of Practice v1.1 §5.2:
A grace period as set out at Annex B to this Code must be allowed by the parking operator in addition to the parking period. A parking charge must not be issued during a Grace Period.
- Keeper liability (POFA). To pursue the registered keeper rather than the driver, the operator must follow the Protection of Freedoms Act 2012, Schedule 4 to the letter — including strict wording and timing on the notice. Where no ticket was put on the windscreen, the deadline is short: PoFA 2012 Sch 4 para 9(5):
The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.
Where a windscreen ticket came first, the window is a later one: PoFA 2012 Sch 4 para 8(5):The relevant period for the purposes of sub-paragraph (4) is the period of 28 days following the period of 28 days beginning with the day after that on which the notice to driver was given.
Errors here defeat the claim. - You paid, or had a permit. Keystroke errors in a registration number are routinely cancelled where payment for the stay is evidenced, and the Code lists that case by name. Code of Practice v1.1, Annex F, F.1(h):
where the driver has paid the tariff but made a minor keying error when registering their vehicle (for example, 0 instead of o; I instead of L; 1 instead of I)
- The charge is disproportionate or the operator lacks standing to enforce on that land. The Code caps it outright: Code of Practice v1.1 §8.2.1:
Parking charges must not exceed £100.
- The operator broke the Code itself. A breach by Times24 UK Ltd in how the notice was issued is a listed ground for cancellation, not merely a complaint. Code of Practice v1.1, Annex F, F.1(i):
where the parking operator has breached an obligation in this Code relating to the issue of a notice, or such that the driver was unable to adhere to the relevant obligations.
Every quote above is the The private parking sector single Code of Practice, Version 1.1 as published, read at source on 2026-09-05. Clause numbers come from the Code PDF itself; Protection of Freedoms Act 2012, Schedule 4 from legislation.gov.uk.
What it costs if you do nothing
This is the escalation ladder for a private parking charge. Only the first row goes down in price, and only one row costs nothing at all.
| What you do | When | What it costs you |
|---|---|---|
| Pay at the discounted rate | Within 14 days of the notice | The reduced amount — most operators cut the charge by around 40% |
| Appeal to Times24 UK Ltd | Usually within 28 days of the notice | Nothing — but the discount window can close while it runs |
| Appeal to the independent service | 28 days (POPLA) or 28 days (IAS) from the rejection code | Nothing. The independent stage is free to the motorist |
| Pay after the discount window closes | After day 14 | The full charge |
| Ignore the reminders | Once the operator passes it on | The full charge plus the operator's debt-recovery costs |
| Ignore a county court claim | If the operator issues proceedings | The charge, the debt-recovery costs and the court fee — and an unanswered claim can end in a judgment against you |
Appealing is the row that costs nothing and closes off none of the others. If the appeal fails you can still pay; if you pay first, the appeal is gone.
Complaining about Times24 UK Ltd — what we could and could not find
A complaint is not an appeal. An appeal disputes the charge; a complaint disputes how the company behaved, and the two run on different clocks. We looked for Times24 UK Ltd's own complaints policy on 07/09/2026, both on the IPC's member list and on their own website, and did not find one we could read.
That does not stop you complaining. Head your letter or email “Complaint and appeal”, send it to the address on your notice, and say in the first line that you are complaining and that the letter also disputes the charge. Under the Code their association runs them under, a complaint must be acknowledged within 14 days and answered in full within 28 — and a complaint the operator considers to include an appeal must be treated as an appeal as well. The two clocks, and the clauses, are here →
Questions people ask about Times24 UK Ltd charges
How often do POPLA appeals against Times24 UK Ltd succeed?
In POPLA's own record for the year to 30 September 2025, 47.4% of the 19 decided appeals against Times24 UK Ltd were allowed — found for the driver — against an all-operator average of 21.5%. POPLA's record only — Times24 UK Ltd is an IPC member today, so your appeal goes to the IAS and this is history, not your forecast. Source: POPLA Annual Report 2025 Appendix.
Is a parking charge from Times24 UK Ltd a fine?
No. It is a private invoice based on alleged breach of contract. Only councils, police and courts issue fines. That does not mean you can ignore it — unpaid charges can be pursued through the county court — but the language matters when you appeal.
What is Times24 UK's phone number?
Times24 UK Ltd does not publish a phone line on its website that we could verify (checked August 2026). Use the written routes instead — their site are linked above — which is better for you anyway: a call leaves no record, and appeals run on evidence.
Where does my Times24 UK Ltd appeal go if they reject it?
To IAS, because Times24 UK Ltd is an IPC member. Sending it to the wrong body wastes your appeal window. A rejection is not allowed to be a dead end: Code of Practice v1.1 §8.4.6: Where the parking operator rejects an appeal against a parking charge, they must present the person appealing with the option to: a) pay the parking charge; or b) appeal the decision to the relevant Appeals Service.
And once you lodge that appeal, Code of Practice v1.1 §8.4.7: enforcement proceedings and/or debt resolution must either not commence or, where commenced, must be suspended until the Appeals Service determines the appeal.
How long exactly do I have?
The discounted amount is usually available for 14 days from the notice. The appeal to Times24 UK Ltd is usually 28 days from the notice. The independent appeal to IAS is 28 days from the rejection code, not from the original notice. Work out your actual dates →
Does appealing cost me anything?
Appealing to Times24 UK Ltd and then to the independent service is free at both stages. Appealing inside the reduced-rate window does not lose you the reduced rate either — under the industry Code the rate that applied when you appealed must stand for a further 14 days after they notify you of a rejection. What ends the discount is going on to IAS and losing there. Work out what applies to your notice →
What happens if I just ignore it?
It is not a fine, so nothing happens automatically — but the charge does not go away. The discount closes after about 14 days, the full amount stands, reminders follow, and the operator can pass it to debt recovery and then issue a county court claim. An unanswered claim can end in a judgment against you. Appealing costs nothing and keeps every later option open.
