Westminster PCN appeal: your dates, and what challenging does to the discount
A Westminster penalty charge notice is a council PCN, not a private parking invoice. The law behind it is statutory, every route to challenge it is free, and the dates are counted in a way that catches people out by exactly one day.

Nothing freezes the discount when you challenge. What exists is a recommendation, not a right you hold, and knowing which of the two it is changes what you do today.

Challenging does not close off paying later. Paying does close off challenging.
