Parking appeal rejected — what actually happens next
“Now I have received a £100 final notice. This is infuriating, as I paid for the car parking and have the ticket to prove it!” — a MoneySavingExpert forum poster, after a POPLA rejection. If that is roughly where you are: the rejection letter is designed to read like the end of the road. Whether it actually is depends entirely on which stage just said no — and the letter rarely makes that clear.

Why the operator's "no" is not a forecast
The company that rejected your appeal is the company that keeps the money if you give up — and the record shows how differently the independent stage sees things. In the year to September 2025, POPLA concluded 107,202 cases. 45.8% ended with the charge cancelled, because on top of the 14,578 appeals adjudicators allowed, operators withdrew 34,502 times rather than put their case in front of a referee.

Make the second appeal different from the first
- New audience, new document. Do not resend the operator letter. The adjudicator reads procedure: keeper-liability timing under the Protection of Freedoms Act 2012, notice windows, landowner authority, signage as it stood that day. Give the paragraph, not the Act. PoFA 2012 Sch 4 para 9(5):
The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.
- Answer their rejection's reasoning. The rejection letter is the operator's case, previewed. Take its points one by one.
- Evidence over eloquence. Photographs, receipts, bank statements, timings. “I paid and have the ticket to prove it” — then the ticket goes in, front and centre.

It depends which stage said no. If the operator rejected you, you are one free stage from done: the rejection must come with a verification code for the independent service — 28 days at POPLA, 28 at the IAS — and the discounted rate is held for 14 days after the rejection if you appealed within 28 days of the notice. If the independent service rejected you, the free routes are exhausted: your options are paying, or disputing a county court claim if the operator ever issues one.
Is it worth appealing again after the operator rejects me?
Usually yes, because the second stage is free and is heard by different people. Of everything POPLA concluded in the year to September 2025, 45.8% ended with the charge cancelled — including 34,502 cases where the operator withdrew before a ruling. A rejection from the company that profits from the charge is not a prediction of what an independent adjudicator will do.
What is the POPLA verification code and where is it?
A code the operator must give you when it rejects your appeal — usually in the rejection letter or email — which unlocks the independent appeal. It is time-limited: 28 days at POPLA from the rejection. If the rejection came without a code and your operator is a BPA member, ask for it in writing; the requirement is the operator's, not yours.
What happens if POPLA rejects my appeal?
The charge stands and the free routes are used up. POPLA's decision binds the operator but not you — you can still decline to pay and defend a county court claim if one is issued, though you should make that choice deliberately: from that point the next letter with a real deadline is a claim form, 14 days from service of the particulars to respond. Alternatively, paying at this stage closes the case for good.
Do I lose the discount by appealing?
Appealing to the operator within 28 days holds the reduced rate for a further 14 days after any rejection, so the first appeal is free in every sense. Taking the independent stage and losing does normally cost the discount — that is the genuine price of stage two, and the reason to check your operator's record before deciding.
